3) [vosmiura] 30-5-2007(98): This is a Meiji reformation taskmaster, trying to force usage of the Roman alphabet in Japan in place of Kanji. He holds a snake in the shape of the letter S and tries to explain how much simpler this is (j/k).

4) [uberclimber] 7-1-2011(37): The Reformation was led by Martin Luther, regarded as a serpent-in-the-grass by the Catholic Church, but as a noble taskmaster by his followers. 改革 かいかく reform, reformation, innovation; 改札 かいさつ ticket gate; 改める あらためる to change, alter, reform, revise.
