This is the source of his grief and lamentation; he bemoans his lack of humanity. When you feel like lamenting or bemoaning your fate; think of the poor scarecrow who lacks humanity, but wants it so desparately.
5) [kanjisensei] 22-10-2009(3): After the scarecrow lets out a long sigh (#1579 嘆), opens his mouth wider into a yawn, and now bemoans the fact that he still doesn't have a brain.
